Twenty years later, the dictator Adenoid Hynkel is in power and is planning an attack on Osterlitsch - behind the back of the "Bacteria" empire and its ruler Benzini Napaloni. With Hynkel's troops, he terrorises the ghetto where the Jews live, including Hannah, an orphan who believes in goodness with all her heart and doesn't take much from the soldiers. She risks her life time and time again. The hairdresser also arrives from the hospital. Schultz, who is now in Hynkel's service, manages to persuade him to stop the attacks on the ghetto for the time being. When Hynkel runs out of money for the equipment a short time later, the ghetto falls into a state of calm that people refuse to believe...
